Members are Galarm users that can be added to alerts. They can be alerted when an incident occurs for an alert depending on the escalation policy defined for the alert.

Each member should be assigned a key that is part of an alert. So, the number of seats that you buy for Galarm Enterprise subscription would depend on the number of members who will be alerted for different alerts.
